Panel Discussion: The Future of Biofuel

duction than is economically efficient. If ethanol is not economically competitive with gasoline, then subsidies distort the market by steering investment away from economically attractive gasoline and toward economically unattractive ethanol. Consumer well-being and overall economic efficiency suffer as a consequence. Support of ethanol subsidies and consumption mandates offer a mix of arguments to justify government intervention. Those arguments can be neatly sorted into two categories: those that forward wealth distribution claims and those that forward efficiency claims. The former arguments, although interesting, are not addressed in this paper. Ethanol may or may not transfer wealth to rural America, for instance, but preferences with regard to wealth allocation are subjective and not worth much analytic time. The latter arguments, however, are grounded in concrete claims that can be proven or disproven and are, thus, the focus of this paper. To have any intellectual force, the argument that ethanol subsidies and consumption mandates enhance economic efficiency must begin with a discussion of market failure. Economists broadly agree that, as a general rule, leaving production and consumption decisions to market actors proves more economically efficient than leaving the same to governmental planners. Only if some unique and fundamental failure occurs that prevents gains to trade in a given market is there room for the arguAn Economic Critique of Corn-Ethanol Subsidies

The Viability of Biofuels in Developing Countries: Successes, Failures, and Challenges
In the last few decades, finding alternatives to fossil fuels has become a hot issue across all international frontiers. The Intergovernmental Panel on Climate Change (IPCC) has shed light on the feasibility of using biofuels to meet the growing energy demand as well as to reduce CO2 emissions which are a major cause of global warming, especially in the transportation sector. The...
متن کاملBiofuel supply chain considering depreciation cost of installed plants
Due to the depletion of the fossil fuels and major concerns about the security of energy in the future to produce fuels, the importance of utilizing the renewable energies is distinguished. Nowadays there has been a growing interest for biofuels. Thus, this paper reveals a general optimization model which enables the selection of preprocessing centers for the biomass, biofuel plants, and wareho...
متن کاملUpgrading of Pyrolysis Bio-oil: A Review
The increase in the population of the planet and the rapid economic growth and, consequently, the high consumption of energy has created many environmental problems in the globe. Due to these reasons and the lack of renewability of these fossil fuels, there has been a steep trend towards the production of renewable fuels from natural sources, one of which is the production of energy from biomas...
متن کاملAn Optimization Model for Biofuel Supply Chain
Biofuels have attracted much attention as a sutuible substitute for fossil fuels in last decade. Designing an efficient supply chain is an essential requirement for commercialization of biofuel production. This paper presents a mixed integer linear programming (MILP) model to design biofuel supply chains in which the biofuel demand is under ARMA time series models. It is studied how ARMA time s...

Biofuel is known as one of the best gasoline substitutes in the transportation industry. Designing an optimal supply chain is an essential requirement for the commercialization of biofuel production. This paper presents a mixed integer linear programming model to design a biofuel supply chain in which biofuel demand is under autoregressive moving average time series models. It is studied how th...
